My own strategy has been:
1. Put all the stuff of one aspect of the application into one plugin (like
"help", "jdt" ...).
2. Separate the stuff into two or more plugins, only if you actually have
the possibility to deploy a different set of plugins (say by exchanging a
".ui"-plugin).
