Babel is currently designed for translating Java resource bundles (properties files). Translating Eclipse help contents (mostly HTML/XML files) requires significant enhancements. Babel currently does not have the resource to implement that. We are waiting on the community to help contribute the function.

The help content files for the Eclipse project are in the following plugins:
- org.eclipse.jdt.doc.isv
- org.eclipse.jdt.doc.user
- org.eclipse.pde.doc.user
- org.eclipse.platform.doc.isv
- org.eclipse.platform.doc.user

You can extract the HTML/XML files, translate and build your own plugin fragments. You may be able to find more information on creating plugin fragments from the pde.doc.user (Plug-in Development Environment Guide).
