They are probably not being resolved because of unsatisifed pre-requisites.

Run with -debug and the reason why they are not resolved will be logged.
Or you can start with a console (-console), and at the "osgi>" prompt type:

diag plug-in.id.goes.here

And the reason why the plug-ins was not resolved will be output.
