The error message indicates that Eclipse IDE has insufficient privileges and I am logged on with an account that has Administrator privileges on a Windows 8 laptopl

My guess is even if logged in as administrator, you still need to
say "run as administrator" when you start eclipse. (if that's no an
option of the "program list item" <br>
when you might have to start eclipse from the command line, and when
you open the terminal, to say to "run as administrator"). <br>
