I thought about two ways:

Way one, should work, but i dont like to do this:
It should work with changing the formatting rules containing in
plugins\org.eclipse.jdt.core_3.1.0\jdtcore.jar\org\eclipse\j dt\internal\formatter\DefaultCodeFormatterOptions.class
But.. this is a not very gentlike way..

Way two is just an idea.. but i havent found the right class yet:
There should be any class containg what to do when a new workspace is
created. if i would find this class i would be able to change it so that
it copys this org.eclipse.jdt.ui.prefs file (containg my formatting rules)
into the workspace.

Hope that you can help me.. and hope that my second idea can help you
helping me ;)
