I was wondering if it will be possible to do that in Eclipse.

Similarly I would like to do the reverse i.e. list all the key sequences a particular command is invoked by.

Both these should take into account current Context (scope), Key Configuration and Platform.

Is this functionality already available?

Not the Emacs way, but might be the KeyBinding View available at
http://fatborn.org/eclipse/plugins/bindings/

I would be great if the Keybindings View had a mechanism to select a column and filter the rows by typing a prefix.
For example on the KeySequence column could allow me to type keys to select matching rows. That could give me the functionality
partly. However describe-key-bindings like functionality is less interrupting. Expecially if the a small chromeless popup window
could be used to read a key sequence.

Check out I200408170800. Look at the Keys preference page. Also, from
anywhere in Eclipse, try "Ctrl+Shift+L".
