Great question, and good idea.

I don't think this is the right extension point. I have put this question
to a couple of developers, will post back when I have an answer.

Another thing to try is to remove the appropriate formPage entries in
the plugin.xml files for the
org.eclipse.birt.designer.ui.editors.schematic and
org.eclipse.birt.report.designer.ui.editor.xml.wtp plugins.
