Is there a way to turn on logging for updates? I would like to track what
updates have been retrieved through the update manager for auditing.

You can do it without tracing:

1. via the UI: open Help > Software Updates > Manage Configuration and
select "View the history log". This will open the system browser and show a
nicely formated view of the log.

2. You can get to the update log file in
eclipse/configuration/org.eclipse.update/install.log.

If you want to trace it, create a .options file in the eclipse directory,
copy the entries you're interested in from
org.eclipse.update.configurator_3.0.0\.options and from
org.eclipse.update.core_3.0.0\.options and set those keys to true.
Then launch eclipse -debug.
