I use WindowBuilder Pro (http://www.windowbuilderpro.com/). It is a very
comprehensive tool, but commercial. They have a free trial and offer
free licenses to committers on open-source projects. SWT Designer is a
sub-product of that suite, focused only on SWT/JFace apps.

There are instructions for installing the Eclipse VEP into 3.3 and 3.4
here: http://wiki.eclipse.org/VE/Installing

I haven't tried it (as I said, I use WindowBuilder Pro). But Nick Boldt
(and Eclipse committer) reported recently that he has VEP working in 3.4
and it was he who edited the wiki page most recently.
