Is your mean to add a time when run the report?
If it is, you can do like this:
Add a data item and input "new Date()" in expression.
or
Add a dynamic item and input "new Date()" in expression.
or
Add a text item and select html type, input <value-of>new
Date()</value-of> in it.

If not, could you give some more detailed description or example?
