HOW IT HAPPENED: I was generating code outside of eclipse in the directory
for a java project that is external to by eclipse workspace (aka
c:\eclipse\workspace).

BTW- The code generation created a subdir src under my external workspace
folder.

The state can be cleared by deleting the ".lock" file in the
"<workspace>/.metadata" directory. Also, you might want to check to see if
you still have a "java" or "eclipse" process running before you try to
start it again; if you do, killing this process could also clear this
state.
