I have an instance where the first list in a parameter group outputs the ID that is needed in two subsequent parameter groups.

For example:

STATE NAME/STATE_ID
COUNTY NAME/COUNTY_ID (list of COUNTY's derived by STATE_ID
HOUSE_REPRESENTATIVES NAME/REP_ID (list of REPRESENTATIVE's derived by STATE_ID)

Is there a way to do this in a cascading group?

I don't believe so. You might be able to create a custom parameter page and have two STATE_ID params and just hide one and push the value of the visible one to the hidden one. I haven't tried this though, so I don't know if will start the cascade for the hidden parameter. Let me know.
