Does anyone else have this problem? I can't do a search on a JIRA for
issues with "No fix Version" - that option appears on the search form, but
if I select it, it is ignored and reset to "Any".

Nobody reported this before. Dave, do you mind to create a bug report
for this in Mylyn's bugzilla? See http://www.eclipse.org/mylyn/bugs/
