Are there any conventions established for XML Namespaces for Schemas created
as part of an Eclipse project? For example, the ALF project will be
developing XML Schemas for several purposes, such as describing the
volcabularies for interoperability.

One natural location that came to mind is the project website, for example:
http://www.eclipse.org/alf/xmlns/vocabularies . That approach would also
support the convention of placing a HTML page with information describing
the namespace at that URL.

Any guidance would be appreciated. I've searched the Eclipse site in
several ways but have not turned up anything definitive.

We don't have any Foundation guidelines on this right now. Your proposal
is similar to the way WTP and Buckminster are handling the issue.
