Eclipse is not picking up any updates from the update site as published
below (http://download.eclipse.org/tools/mylyn/update/e3.3). Does it have
to come from the dev updates? Or did I do something wrong?

Seems you have to use download.eclipse.org/tools/mylyn/update/e3.4 (even
for Eclipse 3.3) to get Mylyn 2.1

I've just tried it, it seems to work.

Currently the latest is available from the e3.4 update site and can be
used for both 3.3 and e3.4:

http://download.eclipse.org/tools/mylyn/update/e3.4

As of Friday next week, the dev builds will again be the latest available:

http://download.eclipse.org/tools/mylyn/update/dev/e3.3

Is it Ok that update dialog displays version 2.0.0 in components
available from /e3.4 update site?

The version number should indeed be 2.1.0.v.. and the upcoming dev
builds will be numbered as such. Please note that we are in the process
of making the various Mylyn builds, their update sites, and
availibility more obvious. Please see comment#2 on the following bug
