Are you using a development build of the plug-ins to evaluate charts in
the context of BIRT? If yes, did you follow these steps:

A] Pull out the latest source from CVS
B] Build all plug-ins by executing the build.xml ant script provided in
the viewer plug-in
C] Clean and rebuild the 'org.eclipse.birt.chart.reportitem' plug-in
project after step [B]

Step [C] is important because step [B] only performs a partial build of
the 'org.eclipse.birt.chart.reportitem' plug-in project as required at
runtime by the viewer.

Once you do that, a chart icon should appear in the palette for use in
BIRT report designs.

If you are using the 03/28 binary build containing deployable plug-ins,
you should not see this problem.
