I have been trying to hours to figure out how to install the WTP on top of
this. There is a lot of documentation, but none appear clear.
Is there a document that explains how to install WTP so I can edit JSPs,
deploy to my Local Tomcat etc?
I downloaded the WTP wtp-S-3.0M3-20071114232332.zip and installed it on
top of the installed 3.3.1.1 Eclipse, but that did not do anything either.
Assistance getting this to work would be appreciated.

Hi Scott. Your simplest alternative is to just download the Eclipse IDE
for Java EE Developers (www.eclipse.org/downloads). This package
includes the WST (which I think is the new name for the WTP).
Alternatively, you can take your existing installation and add the WST
stuff to it. Do do that you go Help / Updates / Find and Install /
Search for new features, make sure you have the Europa Discovery Site
checked, and then check Web and JEE Development. If you get a message
about missing required prerequisites, press the Select Required button.

The first thing to check is that you are running Eclipse with a Java 5
(or higher) JVM; the WTP requires at least Java 5 even though "base"
Eclipse will run on Java 1.4.
Once you're sure Eclipse is running under Java 5, follow Mark's advice
and download the "Eclipse IDE for JEE Developers" package from the main
download page. That is definitely the easiest way to get up and running.
Make sure to NOT extract it on top of your existing installation -
either delete the one you already have or install to a different location.
