Looks like version 1.15 of org.eclipse.ohf.utilities.xml.XMLWriter.java
changed the throws
section of some methods from OHFException to IOException and as a result the
hl7v2.core
plugin is failing to build due to CPConformanceProfileComposer usage of
XMLWriter.
