That Wiki page is out of date. You should select the Europa Update Site
when doing Find and Install; I'm pretty sure you'll find GEF there. Make
sure to use the "Select Required" button after you have selected GEF to
make sure you also get all the prerequisites.
If you have further questions, the eclipse.tools.gef newsgroup is
probably a better place to ask - I've added it to this reply.
