FOP can support to wrap Japanese or another language to add one attribute
'language'
in <fo:root> tag. So can BIRT support this attribute?

Hi, Hiroshi,

Thanks for pointing out the language attribute in FOP. BIRT does not
currently put the attribute in the generated fo file, but the development
team is evaluating this. Will keep you updated once the team has come to a
conclusion.
