How do add a printAction (or other that doesn't have a retarget action) [message #234849]

When I followed the instructions from the redbook to add the print
action - nothing happened. It didn't appear in my File Menu or Coolbar -
what more must I do?

(with apologies - asking my questions in a batch got little attention
except for Jens - so I will ask then one at a time.)
