Absolutely, it is ready to use! And it seems to mostly work, too ;-)

Just download the SDK (which currently includes the examples). Note that
the OCL examples depend on the Query component (I hope to fix that).

Download from

http://download.eclipse.org/technology/emft/downloads/

or install via Update Manager from

http://download.eclipse.org/technology/emft/updates/site-int erim.xml

Note that the builds currently do not include source (we're working on
that). So, you may be better off checking out the examples from CVS. Of
most interest for getting started with OCL is the interactive interpreter
console example:

Repos: pserver:anonymous@dev.eclipse.org/cvsroot/technology
Module: org.eclipse.emft/ocl/examples
Plugin: org.eclipse.emf.ocl.examples.interpreter
