Was EEF 1.2 released with Kepler? [message #1344176]

The News and Noteworthy section on the EEF page indicates that EEF 1.2 will be released with Kepler. However, I installed the Kepler Model Tool version of eclipse and I am not able to find it. The EMFT p2 site is also broken. Can someone please clarify this or provide with p2 link to install EEF?
