Is there a download of the Eclipse IDE that comes with a JRE, such that, after I install Eclipse, I can just run eclipse.exe and begin? I plan to write and run some simple code samples using the java runtime library (i.e. String).

If I must download the IDE and JRE separately, would I use this IDE:
http://www.eclipse.org/downloads/packages/eclipse-ide-java-developers/keplersr2

If yes, can you tell me which JRE I should download to use with http://www.eclipse.org/downloads/packages/eclipse-ide-java-developers/keplersr2 ?

I am also interested to know if I must make any config file changes, so that Eclipse runs.

It depends on which platform you're on, and whether you have installed a 32-bit or 64-bit Java. Do that first. Then get the matching Kepler SR2 download.
