When clicking and dragging an object, the user needs to 'pause' at the
viewable area border in order for the auto-scroll functionality to work.
However, since this is not normal behaviour for scrolling, the user is not
aware of this pause requirement and so does not think the capability exists.

I checked gef code. ViewportAutoexposeHelper was updated and triggered by
mouseHover event. I'm wondering if this is the reason of "pause". And also
is it possible for subclasses to override this behavior to eliminate
"pause".
