exactly what I want. Is it possible to edit the "Workspace Launcher" that
pops up every time the workspace changes? It seems that it would be the
perfect place to prompt the user and would minimize pop-up dialogs.

I've found "org.eclipse.ui.internal.ide.ChooseWorkspaceDialog" which seems
to be it, I just don't know where to start to modify it.
