However, I can't seem to find these features anywhere. I have looked for
them in Eclipse 3.3 with WTP installed and also in the most recent 3.4
release. Does anyone know whether these features actually exist(ed) or
whether they were only planned once but not finished, yet -- or even
have been dropped?

Or do I perhaps have wrong expectations and the navigation tool is just
the Project Explorer view, for example?

Sorry, this is an error in the documentation. We in WTP don't have that functionality and no immediate plans to .... want to volunteer? :)
