Not sure if I understand the question... do you mean if you can use the
draw2d jar outside of a plug-in context? Draw2d has no dependencies into
Eclipse platform other then the SWT jar(s) and the ICU4J jar. If you
include draw2d.jar as well as these jars in your class path, it should be
sufficient to deploy draw2d outside of Eclipse.

Note: a lightweight version of the ICU4J.jar exist at the following location
if you're concerned about deployment size:
http://download.eclipse.org/downloads/drops/S-3.2RC2-2006042 81315/download.php?dropFile=com.ibm.icu.base-3.2RC2.zip

Otherwise, it can be retrieved from the it's corresponding plugin inside the
platform deployment: eclipse/plugins/com.ibm.icu4j
