ICU4J is part of base Eclipse for enhanced globalization handling.
Integration of this was a requirement for platform and tools components in
3.2. It is included in the platform download:

see: eclipse/plugins/com.ibm.icu_3.4.3.jar

There is a supposed to be an alternate base jar that is considerably smaller
for clients that don't want to bring in the heavy weight jar above. It
hasn't been posted in M6, but I'm told it will be forthcoming soon.
