I have implemented my own data set class, which has hard coded data set
parameters declared using IParameterMetaData. I would like to have the data
set parameter values inherit their values from the corresponding report
parameters. All instructions I could find, point to the parameters page on
the data set editor. How do I get the parameters page to show up without
having to write any ui code and is there a reason such a useful page as the
parameters page would not show up on the data set editor? Any help would be
really appreciated.

If you implemented your own ODA the parameters page will be there by
default.
The report parameters are still defined the standard way, you just need to
link the two in the
Data Set Editor under parameters.
