Make sure to use the same GEF (including logic sample) and Eclipse plugin
versions.
Your question sounds like a version-conflic to me.

The release-specific plugin.xml file can be downloaded at the
gef/downloads site (included in the logic-sample):
http://download.eclipse.org/tools/gef/downloads/
