If you edit the JRE (Preferences > Java > Installed JREs) there is a
place to specify Default VM Arguments which will be applied to new
Launch Configs that use that JRE.

I'm pretty sure there is a Bugzilla enhancement request that asks for
the ability to define a "template" launch config, but I can't find it
right now. Feel free to enter your own enhancement request if you have
something more in mind.

makes it unclear what VM arguments are being used. But you are right, it
does use the JREs VM arguments as "defaults". Unchangeable in the run

Ick - that is a nasty behavior. Please file a bug report about it. It
could be VERY confusing if you're looking at the launch configuration
and don't know/realize that deault VM args are defined in the JRE
configuration.
