CDT is distributed as a compressed (zipped) update site and must be
installed using the update manager. Otherwise you'll have to replicate the
process in doing so manually. This usually means unzipping all feature JAR
files into the features directory and unzipping those plug-in JAR files of
the plug-ins that require it into the plugins directory.

In other words; In update site distributions all features and plug-ins are
compressed individually.
