Eclipse does not write anything in the registry. An Eclipse installation is
just a set of files. So, if you delete all files under your ...\eclipse
directory, you have uninstalled it; and if you expand the Eclipse zip file
to a new directory, you have installed it. Simple as that. (I guess if you
have installed a bunch of plugins in addition to what comes with the Eclipse
SDK, you would have to reinstall those too, using whatever means you
installed them with before, e.g., update site.)
You don't even really have to uninstall. You can just make a new Eclipse
installation in a different directory, and try that one. I probably have
six different versions of Eclipse installed on my machine right now.
If this doesn't match what you're experiencing, please be more precise about
what you mean by "access is denied".

Removing Eclipse is just a matter of deleting the directory it is
installed into, but there is almost never a need to uninstall and
re-install Eclipse.
Your problem sounds like a mis-configured project, but it is not clear
to me what symptom you are seeing exactly. Can you provide more details?
