Could someone give me an idea where I could post questions concerning getting the javacomm api to work.

If you are asking about the javax.comm package, then you probably need
to pursue what Oracle provides in the way of forum support. Javax.comm
is an optional Java extension provided by Oracle.

That depends on which project the jar comes from; there are a great many projects.
