And actually since the web tools project will be THE official web tools
project,
probably Lomboz will be modified to build on that foundation.

LGPL was the preffered ObjectWeb license, that was the only reason why
Lomboz is LGPL. But we will, if there is every any need, change our
licensing to match eclipse (EPL or CPL)

I can only speak about Lomboz - We will welcome new contributors.
Eclipse has different model for contributors, you can visit some of the
active projects to find out how to contribute. I suspect, webtools will be
similar.
