The installation looks like:
1. download
2. extract (remember that the target should be short, because win does
not handle long paths well).
3. launch (eclipse.exe).
No copying files, only the main folder (eclipse AFAIK).
Please let me know if it helps, or, if not, give me exact steps of what
you are doing.

This is a problem with the way the Eclipse download was extracted. The
first hit when Googling for "could not find framework" has the answer.
