AFAIK it is a part of Eclipse platform, so you should find it in
<path_to_eclipse>/plugins

org.eclipse.ui.ide is part of Eclipse. But if your plug-in specifically
requires version 3.0.2, that may mean it needs to run on Eclipse 3.0, rather
than a more recent version. Old versions of Eclipse are available from
http://archive.eclipse.org/eclipse/downloads/index.php. However, you will
probably be a lot happier if you can find an up-to-date version of the
plug-in you're trying to install; Eclipse has improved quite a lot in the
years since 3.0.
