Recently discovered that our Hudson system will no longer accept new user sign-ups or be able to be restricted (security matrix based). I'm sure it's something simple but obviously have googled for hours and made changes to the config.xml (commented out user permissions (authorization strategy) and changed from false to true for "Use Security" as well as multiple restarts. Any ideas folks?

java - jdk1.6.0_51
Hudson ver. 1.395 (I know it's old)

May be you want to check if Hudson is picking up the correct Hudson home where you are making changes.
