Where?

There is no link on http://www.eclipse.org/gef/main.html.

There is no response specifically from http://download.eclipse.org/tools/gef/updates/
and nothing very obvious below http://download.eclipse.org/tools/gef.

There is a link to the 3.1.1 downloads on our homepage. Of course that
doesn't utilize the update manager.

Where are you getting that address from? Just use the default eclipse update
site. All you have to do is "Help, Software Updates, Find and Install..."
and you'll see GEF 3.1.1, along with other eclipse components.

Because that's not the update site??
