EMF 2.3 works on Eclipse 3.3 but I don't think it works on Eclipse 3.2.
Check the VE download page to be sure you are installing the right
prerequisites for Eclipse 3.2. And when you have problems, check the
Error Log view or <workspace>/.metadata/.log for clues.
