This was reported by someone else a couple of weeks ago, but it is not
normal behavior. I queried that person but got no answer, so I'll ask
you instead:
A) How have you determined that it is doing a clean and re-compile of
everything? What is the evidence?

B) Can you try to narrow it down to a reproducible scenario? It will be
almost impossible to track it down (if there is a bug) without that.
