Any idea why this is not removed from Eclipse?

Because it is of use to non-java projects. It determines the build order
of the projects and for non-java projects that is the only way to
determine the build order (if it applies).

IMHO, by "You can examine them, but making changes will have no impact"
they mean *no impact* is for Java Builder.

But you can imagine that Java Builder is *not the only one*...
