This suggests some needed plug-ins/bundles are missing or aren't being
enabled for some reason. In this situation, features can silently get
disabled. Try adding "-debug" and "-clean" to your startup arguments
and then examine the Error Log view for problems resolving bundles. You
can ignore the bundles which don't resolve because a different version
of that bundle is being used instead. If this is the cause, maybe some
clue will be found there.
