Does self-hosting refer to anything other than the run-time workbench?

Let me try to explain. A colleague is developing an engine which will
process selected files in the user's workbench. The engine will be deployed
as a plug-in, but at this stage of development, running the run-time
workbench and importing the example files seems heavyweight to my colleague,
who can currently run Junit tests in his own workbench, albeit without a
reference to the workbench selection.

Maybe we're looking for something like Run As JUnit plug-in test that could
reference the selection in the developer's workbench.
Or a launcher that can pass the local path of the workbench selection to a
Java application or Eclipse application.

Along the same lines, I'm also interested in ways to have the PDE build a
project as a jar, and as a wrapped jar (plug-in), so the engine can be used
in an Eclipse or non-Eclipse context.

Any ideas?
