I think you mean "download", not "upload". That is, you want to install the
Eclipse SDK on your machine. Correct?

If so, what you need to do is go to http://www.eclipse.org and click on the
big orange button at the upper left, labeled "Download Eclipse". That will
take you to a page that has a link to "Download now: Eclipse SDK 3.2.1".
Clicking that link will download Eclipse, in the form of a 120MB zip file
for Windows. (If you need a different version, it is available from a
different link on that page.)

You then unpack the ZIP file into a directory on your machine, for instance
c:\eclipse321. Make sure that you preserve the directory structure when
unpacking. It is best to use a utility such as WinZIP, WinRAR, etc., rather
than the Windows built-in unzip utility.

If I have misunderstood what you meant, please clarify.
