When I create a JSP or servlet in eclipse tomcat project, I dont need to
restart tomcat to run it. How does the eclipse tomcat project register
the files with tomcat server? I can find no reference to my files in any
of the tomcat config files.

Are you using a plugin for your web projects? Which one?
Also, which version of Eclipse and Tomcat?
