A plugin that provides icons has an icon directory.
I believe most of the icons are provided as .gif files.

It appears to be integrated in the eclipse.exe file.

I picked a shortcut on a Windows box Desktop, properties, Change Icon,
Browse and navigated to eclipse.exe.
