Dynamic Web project builds automatically with Build Automatically OFF [message #181621]

I have my workbench set for Build Automatically OFF.

However, my dynamic web project continues to build automatically whenever a
project resource is modified.

This feels like a bug to me. Is there a reason the Build Automatically
setting is being ignored?

This seems to be related to the server configuration for automatic
publishing. I changed the setting to "never publish automatically" and the
issue has been resolved.

I am surprised that the publish setting overrides the project setting for
automatic build.
