New/web/struts project which automatically populates the project with
the core struts files? Like I said earlier, I suspect there are ways to
do this, I'm just not sure which ways work best with webtools.

It depends on which tool you use. Some integrate well with WTP, other do
not. BEA's Workshop Studio, is one example of a product that supports
struts development and integrates well with WTP. You can download a
